Can I tell when a second person from the buying team opens it?

Only with an email gate and identified analytics turned on — that ties an open to whatever email address the gate collected. An open link with aggregate analytics gives you a real count of opens, just no name to attach to any of them; there's no mechanism that detects internal forwarding on its own.

One link per deal, or one for every prospect?

One per deal is the honest default — it lets you gate, track, and revoke each proposal independently, and keeps one buyer's activity from mixing with another's in your view of who opened what.
